Well Anno 1404 is the perfect game for you. Although you cannot stay a small town for long if you don't want to be devoured by your rivals.

Played a ton of Anno 1404. I can barely beat one of the medium AIs most of the time. Still a fun game though. Fuck nobles and envoys.

Buildings are medieval town mod. Everything else looks like Colonial Charter. He might also have that one megapack of decorations.

Modding is super easy and intuitive too. Just drag and drop.

Life is Feudal Forest Village is shit. Banished is honestly better.

Closest things I can think of are Dwarf Fort and it's related clones and maybe something like Tropico 3/4?

Also the anno games obviously
