Bi means two but "pedal" comes from the Latin word for foot, "pes", of which the alternate form "pedis" is used in declining nouns. My Latin grammar is far worse than my Classical Greek, but I know that bipedal means two feet. Feet are things you stand on, so arms and wings don't count.
