There's a helicopter mod on the steam workshop, the chopper itself is low poly and ugly but the city is pretty.

My only problems with SC4 are:
- it's pretty basic mostly
- except for traffic which is nigh on impossible because of the extremely poor way in which it's handled
- traffic mods don't fix fundamental flaws in the system
Skylines does much better with traffic, but it's unbelievably easy to make a completely non-functional city by accident from your very first road in that. Income generation vs cost to buy any-fucking-thing is also wildly out of proportion meaning you have to wait up a battle chest every time before you do absolutely anything so you can play the holes and rebuild half your goddamn city every time you do a minor upgrade.3000 best

The eternal commuters glitch is not fixable and prevents you from building highly interconnected cities across regions. Look into it. Essentially the problem is how distance/preference is calculated when commuters look for jobs in another region. If regions are highly interconnected, you can create endless loops where a high number of commuters are stuck jobless forever, going back and forth. This can balloon into big problems for a city as the game goes on. Pity it was never really fixed, but good city design can alleviate the problem.
