Around 20 tops, maybe one or two more if they decide to re-use assets and add in alternate versions of existing fighters like 'SSG Goku' or something.

Even though they're primarily basing it on DBZ, I fully expect they'll put in some Super characters to promote the series. Goku Black/Zamasu definitely, and then probably Hit. I could even see them putting in Future Mai or Cabba. Anything from GT or characters specifically related to OG Dragon Ball (like Tao, Kid Goku or King Piccolo) I only see getting in as DLC, unfortunately. I know they mentioned drawing from all of Dragon Ball, but I feel like that's partly PR talk and they're going to be saving them for later. Honestly, the character's that've been announced so far (plus Piccolo, Krillin and Broly) would probably be all that really mattered to casual fans. Here's hoping for Bardock and Tao, though.

I bet my left nut it'll be between 21-24 because it is a 3v3 fighter. But ArcSys aren't known for big rosters, so you can be certain the roster won't be bigger than 30 but I really doubt it'll be less than 20 characters because again, this is a 3v3 fighter. So for sure a lot of the characters will share a base set of mechanics thus making the character creation less cumbersome due to the fact that they don't have to be very unique.

If you put in a lot of detail, then you might be short on characters or have a barebones storymode.

HOPEFULLY however, Namco put some eggs in the basket so there is plenty to go around.

Regardless, if you look at the character select screen, there's space for 24 characters max, more likely to fall in the 20 range with slots left unused for DLC. And, yes, early character select screens are pretty reliable metrics to use when guessing roster size.

I started with OG Dragonball at the age of 5/6, it was the bomb watching Goku grow up, and then become a father in Z. OG Dragonball was also more Martial Arts focused, and had better fights than the beamspam in Z, thus you have a lot more unique characters in it.

Characters already exist, they just need to choose and make them work, even some characters already have a defining style through the series or other games(like Goku likes to kick a lot, Piccolo with use long arms, Gotenks silly atacks, Kid Buu a fast combo character, a Broly that will be like a Hugo, etc)

Why is Raditz never mentioned again after the saiyan arc?

If other fighters didn't exist Super Buu would have just blown up the planet and left. He had a plan from the beginning when he noticed gohan had powered up when fighting SSJ3 Gotenks. His "tantrum" was all part of it. He wanted to wait for Gotenks to try fusion again to become the strongest majin, which he already was anyways.

If this wasn't a pure fighting game, maybe, but there's not much to remember Ginyu by aside from the bodyswap, which isn't something that translates well into fighting games. Recoome is more likely just because he better fits the build of the big slow characters ArcSys games have.
Recoome is also way more memorable than Ginyu

That's cool, but ArcSys already spends a fat stack and multiple months just to make one character. If they fully animated 18 and 17, they may as well make them characters by themselves. You also had too many of those. Just 18 and 17 or Goten and Trunks would be fine, but Bulma/Chichi, Ginyu/force, and Tien/Chaozu? That's hundreds of thousands wasted.

You're list is too "hope-y," it's not really realistic. Subtract those added characters and maybe change a few of the base ones, and it's a solid rooster.
