Why would you think that though? The vita may not have been very successful in the west but it was basically their backbone in japan. At least 50% of the japanese third party games on PS4 are ports of vita games and for quite some time the vita version outsold the PS4 version of those games. For sony to completely abanon the handheld market would not only mean less money since the vita still was profitable, it would also mean abandoning japanese third party devs.

Why would they be done when the Switch and 3DS are doing surprisingly well and Japan especially loves portable gaming, seeing that they're the only thing keeping the Vita alive. Sony has also had huge success with a handheld before with the PSP, so it's not like Nintendo is the only one that can pull it off
