Is it possible to make a good Superman game?
As a game, it should be challenging, but fair.
Have a high skill ceiling, allowing for player mastery.
Superman is created with men in mind: his incredible powers are supposed to contrast those of mankind. Therefore, the game should be set on Earth, and he should have his powers through the game. If you make a game where he has lost his powers, or he is in some alien planet fighting equally capable creatures, then he loses his "super-man" mystique.
I think it's simply impossible. He's too powerful and flawless.

Just Cause 3 was pretty fun. Use it as a base. Get Superman in an environment where it's morally okay to fly around and destroy stuff in a huge overworld. Just replace the Fidel Castro guy with Lex Luthor and Rico with Superman and sprinkle classic villains throughout the campaign and you have a fun Super game.
