XIII is running on Crystal Tools. XV is running on Luminous. Not the same engine.
Also Luminous has PC tools built in, not to mention the Nvidia partnership. They probably want to get everything done before the PC port, it's not a technical limitation. If anything the consoles were the limiting factor here.

That image is so incredibly biased against XV it's not even funny.
If anything XV is a retelling of I with some spices of VI. Which, by the way, Versus was supposed to go back to the series' roots as well (simple story of crystals and war between nations) just with a Hamlet twist. Those aspects are still there, just more in the background. The thing with Noctis having powers in his sleep is still there too, look at Luna's death (the CGI scene.) That happens b/c of Noctis' sleepy powers. Even Noct's near death experience as a child is still there, it just gave him Starscourge instead of other powers (which were moved to being part of the Lucian bloodline powers.)
They're all just less of a focus than in Versus, but it's. still. there. Maybe the only thing that was explicitly removed was Etro/worshiping a death Goddess, which makes sense as it's no longer in FNC.

Keep in mind this is coming from someone that religiously followed Versus for years.
