As someone who spent 45 minutes trying to get through intro sequence on Hard before giving up and going Normal can confirm it's not. You get basically 2-shot by pretty much everything.

Apparently the AI is more aggressive/smart in Hard, and the machines do slightly more damage, as well as no lock-on.
I get the feeling this wouldn't raise the difficulty much on a second playthrough, as you spend most of your first learning that the key to combat is spamming the dodge button as much as humanly possible.

I balanced normal by using the lowest levels chips, not upgrading pods at all and not upgrading the weapons to lv4. Now I'm using stronger shit in the extra contents, pretty fun shit. Hard looks like "exploit any possible exploitable upgrade and set up otherwise you will get your ass raped" which is good for a second playthrough but not for a first one.

It really isn't.
It's mostly about being vigilant for prolonged periods of time since a scratch will kill you and stacking damage.
Lots of chips is useless.
Taunt loses it's penalty.
Half the boss fights are specifically made for VH with enemies monologuing and waiting for you to recover your corpse.

I think the lowest level one is cool and fun since it can make you do some more elaborated evasion/"counter", but the +1 is already fucking OP, higher than that you are basically a time stopping god. At that point simply playing on normal without it is both funner and more gratifying.

Similar experience. I tried to get through it twice on hard but getting snagged and 1 shot by the arm-boss once, then just fucking up and getting killed by bots in 3 hits once, all while needing to repeat the shoot em up and cutscenes killed my desire to go on hard. If there was a checkpoint once the shoot em up ended I would have kept going.

Normal is way too easy though. Only died once and it was to falling too far. The numbers are high enough, it's just that nothing ever wants to attack you.
