Fallout 4
How do you people really enjoy listening to NPCs talk for hours

Other cRPGs.
KotOR 1 and 2, BG 1 and 2, Fallout 1, 2 and NV, Arcanum

The same way people enjoy listening to actors talk for hours.
Chronicles of Riddick captures the feel really well.
It also based around open "hubs" where you can collect quests and then explore. Its got dialogue choices, but most of them don't mean too much.
If you still have an old 360 or PS3 laying around, The Darkness also gets the same feel extremely well.

Fuck you.
I went into Butcher Bay actually thinking and expecting this. I came out incredibly disappointed. I mean the game wasn't bad but it ruined my whole experience because I kept thinking "okay when is this gonna become like VtMB like /v/ said it would".
There is one small area in the game that has a hub, that's it. Other than that, it's painfully linear.
I really need to replay the game again without any bullshit expectations so I can enjoy it for what it is, instead of being disappointed it wasn't VtMB set in a prison.

There are no games which capture the same feel, so give it up.
I think Deus Ex games come close, the original and the two prequels.

Deus Ex

Why aren't there more games like the Deus Ex franchise and VTMB? They're all loved, and at least Deus Ex has sold well enough.

Actual talent and effort is required to make them.

Deus Ex.
Including the new ones.

These kind of games don't sell well at all in contrast to how much time and money is spent for development.

Torment is the closest, I guess.

I have been playing Witcher 1 and it fits the bill decently, you can get it for 2 bucks off GOG right now
