I don't see why those two things are mutually exclusive.

It's a small, relatively average indie title that succeeds at meeting it's relatively modest ambitions, but that's about it. When compared to more substantial RPGs, it's mediocre at best. At the time of it's release however, it was being hailed as one of the greatest achievements in gaming. That simply is not true.

What about the pawns wandering certain roads? Plus they have a few camps scattered about the map.
And to be fair, it is during wartime, most of the citizens probably fled to the relative safety of the city.
