Is silent computing still a thing?
Whenever I look for goos silent PC hardware, most of the websites are either outdated or offer too little information.
What parts would you recommend for building a 800$ computer that is basically unhearable under full load?

You can do that.
Soundproofing cases + hueg passive cooling grids (or water) + low power components = profit.
I've seen silent systems with i7 and GTX 1060 being built on Youtube. Something like GTX 1050ti would be my starting point though, together with slightly undervolted CPU.
Most of the noise will be coming from the PSU and cpu cooler, so make sure you buy quality on those two parts. If you're gaming too then the GPU will also be a factor.

Use one of those 35W TDP Intel CPUs and no discrete video card.
Low power consumption also means low heat production. With less heat the cooler doesn't have to rotate as fast.

if you trying to silence your main machine that play vidya on just literally move it away from you. most usb and display cables can operate 9 feet away.
otherwise get an ssd, a fan controller, and use no hdds in your main machine. today most of the noise your machine makes is vibration from hdds traveling throughout your case. one of the best things you can do build a central file server and throw it in a closet. wire it to your router and play all your music and movies from it instead of jamming your main machine full of noise hdds. you can always remote desktop into it for easy management.
you cal also buy neoprene sheets and cut it sheets and adhere them to your side panels and other places in your case.

No discrete GPU means more load on the CPU even in mundane tasks, resulting slowdowns AND more heat. I've had numerous first hand experiences with shitty prebuilt PCs with no GPU of its own, and just by slapping in a 10-buck recycling center find low power Ati Radeon in them usually sped up the performance a ton.
With the 1050 and 1050ti, there's no reason to not have a legit GPU in your system. There's even small form-factor versions with passive cooling grills, and you can always install one yourself.
