Would an RPG fantasy game that's mostly story focused be good and saleable even if it was made in 2D today? I'm talking something like one of the old Final Fantasy games. Or would it be better to try to make it in 3D? Could one person do it?

Yes people would gobble that shit up. Because half the customer base of video games doesn't even want to play a game, they would rather have an interactive movie.
So as long as the story delivers 2D is just fine.
You can do 2D by yourself if you can do the art and programming, but chances are if you invested that much time into getting good enough at those 2 things, you will suck hard in terms of story writing and game design.
Even if you do everything well, it won't have enough content.
So ultimately you better find yourself some partners.
