They changed his character in order to create more of a contrast with Sonic. The majority of characters are basically designed primarily with interactions with Sonic in mind, with a few exceptions.

Because he chuckled after he flexed his muscles and punched the Super out of Super Sonic. Only after flexing his muscles, which he'd rather do, did he chuckle. His lyrics mean that he'd rather only chuckle after doing something impressive like flexing his muscles, to contrast with someone like Sonic who chuckles arrogantly without having yet backed up his ability to chuckle.

That engined worked. The only things ST needed was working around open levels, like Meteor Herd or closed ones like Aquatic Mine with dat sweet swimming. And give a purpose to those levels instead of emerowd hunting, but some finish line
