That CPU is awful for games and so is the GPU. You won't run shit at 4k unless you turn down the settings to low and you'll still have to deal with awful frame-rate. That CPU has 8 cores but they are tiny with awful performance per core that don't even support hyper-threading, so you can be sure the games will run like shit.

i play on pc and have a 1070 but even i know this thing isn't a "gimped" 480/580 by simply looking at the specs. the only difference in favor of the 580 is clocks but the extra hardware will most likely make up for that difference and if anything it's at least on par with a 580, maybe slightly faster when the custom parts are added to the equation and properly optimized for. it's well known that these pieces of hardware with very tight power and heat restrictions (e.g. consoles, laptops) can't ever run at full clocks so the gpu manufacturers instead build a gpu with slightly beefier specs to accommodate for the clock differential which results in almost identical performance between the mobile and desktop part. nvidia have been using this recently with their laptop lineup which have full fat pascal chips within them but with beefier hardware and lower clocks.
