That is in no way fair. I expect the same content to price ratio of a normal game when I pay for dlc. For $100 I would expect 100+ cars, a new city that is larger than the base game, a completely new story mode that is also larger than the base game, and a new online mode. Basically if you charge the price of a new game, I expect the content of a new game instead of a single plane with a golden texture.
