John Carmack said that PCs at the end of seventh generation were 10x as powerful as console, they were high-end console at launch. PC basically forced PS4-Xbone to due to a middle generation refresh, or high end PC would have been 15x-20x more powerful then a console

A console with the same specs can't out perform a PC. Because the specs are the same.
There isn't much you can do to improve efficiency with hardware optimizations unless you go full autism and start writing assembly that runs on specifically that hardware and that hardware alone while taking advantage of every single ASIC on board and feature of the included SoC. Which they can't do because they want to port their games to Windows PC, sometimes PS4, etc.

You might be able to get a little bit of extra performance out of the console by using low level APIs, but that's negligible.
And more importantly, the consoles have potato tier specs when compared to the average purpose built gaming PC. Particularly the CPU is potato.

It will have the same problems as the PS4 Pro. Barely any developer support because of low sales numbers, CPU bottleneck that prevents it from having 60 fps in most games and a hefty price to boot. I'm not saying those upgrades are completely useless, seeing how games like Tekken, Nioh and Nier profited from them by having more graphic fidelity for the PS4 Pro version of the game but they are pricy upgrades. I'd only ever consider getting either of them when I first buy a console and have to decide between the cheaper and more expensive version of it, upgrading from already having the lesser version just doesn't seem worth it.
