Uh, yes, there actually is. At least compared to Souls which is the game you should compare it with since, well, they are comparable (it's a clone).

There is some actual verticality in The Surge and you can actually jump up obstacles, jump over fences etc. You can either stealth through levels and backstab enemies, lure them with your drone, be tanky or go fast on them. You can focus on dodging per jumps and crouching or completely ignore it. You can parry or not. You can focus on specific body parts that are weak or on body parts that are not weak which makes the fight harder but gives you better loot.

And how is it more trial and error than Souls?
