CPU overhead doesn't increase linearly as resolution increases so you actually don't need that powerful a CPU for 2160p.
An FX 8320 and a R9 290 could play many 'console-level' games in 2160p several years ago which unsurprisingly is fairly similar to the hardware found in the new XboneX.
If that's the kind of 2160p@60 you'll probably be best off waiting for AMD's single CCX Ryzen+Vega SOC chips to launch later this year. It should get you to that level in $299 builds.

For the absolute best 2160p experience right now, the skys the limit though in practical terms a R5 Ryzen and a mid-range graphics card will do the job.

He's right though, you explicitly ask for consistent 4K60fps on ultra settings, on ALL new games.
Considering titles like Deus EX MD for example run like absolute shit, you would need something along the lines of 1080Ti:s in SLI to stay at a consistent 60fps.

Supposing you didn't mean to be that extreme, you'll be fine with upgrading your GPU. Games, especially the modern taxing ones, are purely GPU bound when you get to 4K. In your case you'd be fine with simply upgrading to something like 1080Ti.

I bought this except with a 1080ti for like $1700 after taxes and all, I can seriously max the view distance in ARMA 3 in 4k with everything except AA maxed and still get 60fps while flying jets

I have a 2011 AMD bulldoser cpu and a GTX 980.
I can run games at 4K 60 fps but my HDMI cable is too long so the signal cuts out so I just play at 1080p, but when I use a shorter cord it works fine.

Not really related to this discussion, but I'm amazed at how well optimized this game is in general, not just with Vulkan/Linux combo.
I first played it on a single core CPU and a 512MB 9800GT and it had no issues running at stable 30fps(45-50 with fps unlocked) 1080p near max settings.

I actually space my PC upgrades out a bit more than that, the speed increases AMD hardware has seen over the last few years just from driver updates is pretty impressive.
The third-party unofficial Mesa driver can be nearly twice as fast as the official professionally developed AMD driver (referred to as AMDGPU-PRO)

Large format (40"+) displays are an alternative to a traditional small PC display where most users find they need more space and wind up having to buy multiple displays, but multiple displays is not optimal since it locks you into certain workflows and severely limits your available aspect ratios.

A 48" 2160p display has the same PPI as a 24" 1080p display and much greater usability.

$249 * 3 is $747. You can get a decent large format 2160p IPS display for around $699

What kind of GPU do you think you need to run to handle a 2160p display? Any modern GPU with display port should do it. My first card that I had driving a 2160p display was a 650.

If you've got any recent GPU it will do, though the number of games you can run at native resolution will vary.
Most high-end pro large format monitors support 1:1 modes with letter boxing, picture in picture, or grid modes which remove any imagined 'advantages' of traditional tiny displays.
