I think the Hori Fighting Commander 4 is pretty good

I played SFV or like 300-400 hours and could never get past ultra gold and couldn't improve further no matter what I did.

I think fighting games are just like sports or being a musician in the sense that to be good at it and do it at a high level you also need the innate talent for it too and no matter how much you practice you'll forever be stuck there.
