if the lore is not that interesting enough to make me want to know more or just not entertaining enough for me to go out of my way to look for it, I'm not going to bother, it's their job to make me want to keep finding more pieces of lore.
also if your npc's are inconsistent where I'm constantly wondering if they have more things to say and I have to break the illusion of a normal conversation because they ran out of things to say and start repeating themselves, then I'm probably not going to bother talking to all of them unless they are important characters.
