Localization assistance probably started with early designs of places, plot and characters that may seem problematic for Monolith Soft, since the game has a simultaneous release and the game is the same for all territories. I'm not that guy but I'd believe this is happening in a heartbeat. Companies fuck with their competition all the time and I don't think Sony's any different in that regard.
