Consoles keep the relative spec requirements at a flatline for most of the generation. WIthout them, games would be all over the place spec wise and creep up much, much faster since they'd have no reason to even attempt to optimize anything since you can always just brute force it with PC.
Nothing is stopping anyone from making a game for PC that takes full advantage of the best hardware either. Those don't exist because it's not worth the money since that's a niche of a niche. So it's not like consoles are holding back anything in the first place.

They done pretty well with the specs and price, if I already had a 4k tv I'd upgrade but I don't and don't intend to for some time or for the console. Be interesting to see comparison videos when it's out and what if any games will take advantage of it. Probably better off to wait for next gen.

MS isn't giving you a 1200 dollar piece of hardware for 500, it isn't magic. A 200 dollar video card can run games as well as the BONEX. This is a common fallacy spouted by console apologists. Developing for the best hardware works on PC because properly optimized games are scalable between niche high end PCs and more common mid and low end PCs. Targeting consoles for multiplatform games does hold them back especially when you consider certain genres ie FPS, Strategy games have to be made with concessions in mind to play well on a controller even when it isn't the most optimal. The reverse isn't an issue since PCs can use gamepads and just about every other control peripheral.
