They played a light skinned girl in the treehouse demonstration this year so I believe so.

You can customize your character, but not really that much it seems. Saw it on a gamexplain where he shows the first hour.
I guess they did show off new outfits on treehouse though, and mentioned that they are purely cosmetic, so fashion Oasis should be possible.
