The closest thing I've found to the idea in my OP is some minecraft servers called but I've stopped playing that years ago.

Not anymore. Some of the guys who worked on Star Wars Galaxies and Everquest are making something called Ashes of Creation which is supposed to have a player driven economy, but it's being kickstarted and won't be out for another couple years at least.

You're not really going to see a lot of communism, monarchies, or liberal democracies in MMO's though. Communism is antithetical to the point of MMO's and nobody's going to play a game where they submit to a monarch.
