It's called photobashing
it's a common, quick and dirty way of getting a lot of concept art out very quickly. It's purely for very, very early concept art; just getting the vague ideas out there and seeing if it sticks, rather than actually making anything refined or usable (or really legal) in an end product

The idea is that it looks good if you squint and don't pay too much attention.

I'd expect it to turn out pretty differently in the end.
