The ideal system doesn't have a single optimal point allocation, you distribute the points in order to support a desired play style, in practice this is hard to pull off but has been done decently in games like Fallout 2, Arcanum and VTM.

I think a lot of the problem honestly is when you're allocating a ton of stat points. Things like VTM or Fallout are a lot better since the allocations are more meaningful.

This isn't quite true. In terms of player experience, there are four possibilities:

1) you do it in the optimal way because you know how, or
2) you think you're doing it in the optimal way but you're not, or
3) you worry about not doing it in the optimal way and stress over it,
4) or you don't give a shit.

Only the third possibility causes the player to have a bad experience, most of the time.

However, you do bring up a good point. In terms of gameplay, there are still only two possibilities:

1) you do it in the optimal way, or
2) you don't.

The same could be said of a lot of gameplay mechanics. However, distributing numerical points in a level-up system is purely mathematical, which makes the problem more obvious and more prominent. There is an absolutely optimal strategy, and it can be proven mathematically; using this strategy requires only knowledge and requires no skill.

It's basically a meta-game in the form of a puzzle, and once you've solved it, it's not fun anymore.
