1080p was probably always the target, it was just down to optimization for the hardware. Splatoon already ran at 720p on Wii U and Switch has a faster GPU so there was no reason for it not to run at a higher resolution.

M8 there is already games on Switch that run at 60 FPS, like Mario Kart 8 Deluxe, Fast RMX, I think Bomberman is 60 but I'm not sure, ARMs is gonna be 60.

Nintendo has a history of 60 FPS on Wii U, Mario 3D World, original Mario Kart 8, Smash and the original Splatoon were all 60 there as well. Plus a lot of lesser known games and 3rd party stuff like Bayonetta.
