I honestly think the music, voices, and sound effects of a game are the most important.
If only gameplay is fun, people will play it regardless of story, graphics, or soundtrack. If only one of the other categories is good, most people will not play it.
However, a game gets exponentially better when all of it's parts are good.

You can say that, arguably, first Siren had an abysmal and frustrating gameplay. But everything fit together so well it somehow worked and it's one of my favourite horror games.
I've enjoyed games without a soundtrack. I've enjoyed games without characters. I've enjoyed games without a story.
I have never enjoyed a game that no gameplay.

What matters most is how well every part fits together as complete experience.
Oh boy, the backstory in Tetris is just amazing. And the plot twist of the long straight piece betraying everyone came out of nowhere and took me by surprise.
Dude. There are plenty of all time classic games where the story is summarized in one or two sentences at the beginning, and that's it.
