Do you prefer games where your character has dozens or hundreds of skills and the enemies are just cannon fodder or games where the enemies has dozens or hundreds and are complex and you're the one that is limited?
The correct answer is switching it up between both so it doesn't get old. But mostly I prefer the former since I really like hacking my way through mobs.
I'm alright with both but mostly prefer the latter.

It depends. If you look at something like Souls, the player's character is the more limited one in terms of movesets. Bosses and harder enemies have a lot of different move sets, different behavior patterns that make them feel interesting to fight with and overall, it makes the game engaging.
Compare that with Nioh, a game with a more complex moveset but shallow enemies. Nioh is boring and repetitive due to how enemies are boring to fight. Even bosses.

I prefer when both me and my opponents have plenty of skills and its a battle of who utilizes them better
