Common sense prevailed and NRS would probably rather add in The Question or Captain Atom, instead of appeasing the same people who never read the comics, but still want Red Hood in anyways. We need more Charlton characters in the public eye anyways.

Also, they might've asked to put them in but DC said no. They're being pretty reserved with their usage in the comics.
