Yes, in a way. You still need to download the games via pc but you get the files from nintendo's servers. It's possible to make an in-console freeshop homebrew but "ethical" hackers don't want to go that route.

Then you put the game files on an SD and install the game with HB. Load the CFW and you can play region free and online as if you owned the game.

All you need to hack a Wii U is an SD card and internet connection.
