We're well past any meaningful timeslot for Nintendo to give us an official M3 release, and you can bet that their refusal for a not-Japan port to modern hardware is rooted in the fact that filthy foreigners played it """illegally""" without Nintendo's blessing, and this is their way of spiting everyone, and if you think Nintendo is above spite during the era when M3 was relevant, they pulled similar sour grape-y bullshit to kill the Goldeneye remaster a couple years after the Tomato translation hit. Iwata-helmed Nintendo wasn't nearly as altruistic as people like to imagine

My guess is that they know it will be fucked to death in localization, so they're either waiting some time for the Americas to get a bit more progressive or waiting so that they could somehow release it but with no region protection so that fans can get the jpn with english subs but no altered sprites or whatever, don't know, the fan translation is pretty good.
