Who is the target audience of this?

The first game bombed because it was released at a bad time with little marketing. And the few fans who remember it have nothing to hold on to other than the title, since both setting and characters changed.
So fans of the old one are not the target audience.

It is certainly not for children, considering the content. The setting will hardly appeal to casuals. Plus they will hardly be attracted to a sequel/prequel for a game they never played. Core gamers might buy it when the gameplay excels, but what game actually targets core gamers? Plus it has huge expectations to meet in terms of gameplay.

The obvious answer is that it is liberal propaganda, considering the main character is now a black woman. Yet hair partner is literally a monkey who talks with a roodypoo's accent. The irony of this cannot be lost on someone who is trying to send a political message.

The only conclusion I can come to is that it is simply a terrible game. Or at least a terrible concept. And that it will bomb again and seal the fate of the series.

Beyond Good and Evil always had a slightly darker tone to it. It was cartoony and fantastical, but also down to earth and grounded. it tried to show sides to characters that other games didn't. They weren't 1 dimensional cartoon mascots like the others.
BG&E came out during a time, where in order to sell a game like it, they had to play

Different sounds have different effects on people, it shouldn't be a surprise. It's also a matter of game design and understanding the difference between interactive and non-interactive entertainment. In a movie, a one-off zinger is going to sound once and then never be heard again unless you replay the movie. In a game, when you have "clever" contextual responses in a game that goes as long as the player wants it to, that shit is going to repeat and lose all appeal fast. Certain sounds communicate information and are useful concise. Mario's "yahoo" is iconic but also informative that he's jumping. If he actually talked at every jump that shit would be ruined fast. People didn't get annoyed at Link's "Hya!s" but they did get tired of "Hey! Listen!" very quickly.

As another example, I'm playing Stalker Clear Sky right now and there's a contextual response enemies make when they're about to throw a grenade. They don't just shout grenade though, they package it in the form of a one line zinger like "I've got a present for you assface!" There are about 5 different grenade throw zinger variants, which is not nearly enough for such an hours long game and for such a short of zingers that weren't interesting the first time and get tiring really fast. A simple "grenade!" wouldn't have taken away anything and would still communicate useful information which is important to have.

If you had said that the writing is bad due to lack of creativity, or bad tastes on the writer's part, then that would actually sound plausible. But to say an exec tries to push cursing to sound more mature, is ridiculous.

If anything, the lack of cursing in the past was an executive influenced choice. During the time the first game came out, Teen ratings were sought after. Same as the PG13 rating for movies. We were in an era where studios were trying to keep the age ratings low, in order to reach a wider audience.

Not overdone, what I meant is not natural. Feels too forced. Despite the setup being fine for swearing, there're more thoughtful ways of handling it. I'm not necessarily against the amount of swearing, I'm against the way it was used.

Imagine if that early Doom trailer had sound of silence in the background, you'd think it was going to be a different experience. Yet, with the metal soundtrack, you knew it was going to be more balls to the walls action.
