It's 30 fps on PS4 PRO as well. Based on what I've seen of the game, it looks like shit and there is no reason why it wouldn't run at 60 fps. I think it's simply a case of bad optimization.

What a shame really. If XB1X really can achieve 4K60fps than that's amazing but it won't be utilized that much.

So far, Xbox doesn't have AAA exclusives so it's just indie games, MMO's that might be able to use that feature BUT third party games will either be 60fps but low res on all platforms or 30 fps and HD res because of parity and marketing.

Microsoft hasn't won, but also didn't lose. They'll just keep yelling about their specs but at the end of the day it won't make a difference.

No it isn't. The main reason of buying a console is because your friends have it or because of a casual no game. This isn't 1995 anymore. The best sellers now are all mp multiplats like cod, fifa, gta, niggercraft etc. People buy ps4s/Xbox solely to play fifa.
