The same problem as Rockstar or any other modern day western studio. They will throw money at small studios, in an attempt to buy IPs and patents, but they spend very little on actual game production.

Because for the last three gens, that's not how it has worked. Make a good game? It sells 500,000 copies. Rush out a shitty game, but give it a huge marketing budget and hype it with movie style trailers? It sells 5 million copies.
Occasionally you get a game that has both hype and solid development. But most of those areJapanese.
They're huge companies, so they're naturally risk averse and you run into the problem of too many cooks in the kitchen
