The rule for remakes is that they make them whenever they feel like it makes good business sense.
There is no document in Masuda's desk that says "only make remakes when you can't easily transfer Pokemon from the old games any more" or "only make remakes when you're two pieces of hardware ahead" or "you can only remake generation x games in generation 2*x or later" or "remake games that came out within 5 days of the full moon 2 generations later, and other games 3 generations later"
They just do whatever they want.
