It's possible.
A lot of weeb games are portable games, and since the switch is a portable, especially that they market the handheld aspect of it more in the Japanese market, I see no reason why not.
I hope so, the Switch is infinitely more import friendly than the Vita with its "One account per card" restriction.

That's only an issue if you want DLC for those imported games or to buy them digitally, in all fairness. You can still play a retail copy of a game from anywhere. And I forsee some classic Nintendo fuckery with imports since they always find some way to make it a pain.

Even aside from that though the multi-language features on the Switch are top tier, it seems to be on par with Steam, if not better.
