Only conclusion: The Hoshido siblings were lead to believe their father Sumeragi cheated on his first wife, their now deceased mom, with Mikoto.

They came up with the blood family vs raised family choice (which was a bad idea to emphasize to begin with), then realized they can't help but allow their special self-insert to bang everyone including those blood siblings - but they can't have actual incest so they went back and took away the blood part.
With that removed, they then realized they had to bullshit something in there to explain why its a secret so they could maintain the illusion of the original choice between families, and we get this incomprehensible garbage as a result.

That scene would have been better if Corrin had been forced to take Ryoma's life himself as proof of his loyalty to Garon.
Ryoma could have even understood the situation and then let him do it, and the scene would have been more powerful instead of Corrin getting another free out on having to kill someone.

Except he didn't though. Using Corrin as a weapon for conquest would've made sense because he's a half-dragon monster wielding a legendary sword. Instead Garon sent him on suicide mission after suicide mission with the intent of killing off all of his allies, and even sent his own forces (the Faceless) to obstruct Corrin's path to that end.

Garon wanted nothing more with Corrin than to be a huge asshole to him.
