Why would they localize a game they knew would fail?

I mean I like them but the first wasn't successful in the us and it has a very niche following. I'm happy to get the second one but it's weird they ever brought it over in the first place

Because if they didn't localize it, Koei Tecmo would have done it and SE's slice of the profits would've been smaller
