There are subset of powers that allows almost anyone to use them with enough practice called Haki. There's 3 types and I say almost because of the 3 only one is useable by certain individuals. one type literally gives you sight beyond sight, another lets you coat your body and objects you're holding in a type of armor that lets you fuck up intangibles/strong materials, and the final one is the most rare. It allows an individual to fuck with other people's body's and senses to some degree making them submit.

There's also a power called haki in the One Piece universe that's kinda similar to nen in Hunter X Hunter. You can land an attack on a Logia type Devil Fruit eater using haki, you can defend yourself using armament haki, and there are several different special abilities granted depending on the type you have. Luffy has the rarest type Conqueror's haki, which makes his very strong and allows him to defeat weaklings with his aura. There's also Observation haki which Usopp has, allowing him to sense people way farther than his visual range, and Color of Arms haki which Zoro has that allows him to cover his swords in his own haki making them insanely sharper and more durable. I think there are other types but I don't remember them.

It actually appears early in the series but they don't explain what it is until just before the time skip. The CP9 members in Water 7 used powers based on haki.

Luffy has never been vulnerable to random shitters and rifles.

The series manages to keep its scaling reasonable by building the villains around utterly bullshit versatile devil fruits rather than raw power like Dragon Ball did. Luffy defeats enemies either through very temporary transformations like Gear 4, which has barely been utilized thanks to severe after effects, or through simply outsmarting the opponent.

Doflamingo was a load of fucking bullshit but Oda's been handling everything after Dressrosa a lot better. It's created a side effect where Big Mom feels weaker than Doflamingo in a lot of ways, since he was so poorly written, but a better story is more important than power levels.

Eneru was basically the tip-top tier of people that can't use Haki. Without haki, a lot of logia powers make you basically invincible. Luffy only beat him without Haki because of his rubber properties, but Eneru would've gotten steamrolled by someone fighting with Haki. The only reason Eneru was basically a god in Skypeia was because almost no one knew it even existed.

I was the same way and watched all the anime episodes up to Dressrosa. The Fishman island arc hadn't even started back then, but the rate at which I watched took several years. I'd chug through about 70 episodes and drop the show, then start where I left off about a year later. I had thought for sure it'd be finished by the time I caught up, but for a while I was even reading the manga when chapters released. I don't know how Oda keeps at it.

I think it's justified, One Piece has been going for a long as time and every character grows stronger little by little with each page turn.
Now, what was once a threat 18 years ago stands no chance against the main crew now. It's like going back to fight lvl 1 mobs with an endgame RPG character.
Manga and anime is prone to having mary sues and op characters but here it makes sense because they have been earning that strength for literal decades.

Yeah it really sucked that pretty much 98% of the characters that premiered in Dressrosa didn't make it in. I would had liked to have a giant Pica vs Zoro fight sequence, or seeing Senor Pink playable, and Sugar, and Barto, and Baby 5, and definitely Cavendish, a lot of the other coliseum participants would have been interesting too.
