Yes. For some reason the events of 2 are almost completely forgotten by the people living in the world of Witcher 3.

There are more references to it inside the Gwent minigame than in the rest of the Witcher 3.

The only thing you'll miss is a Geralt who inexplicably gets his sterility back.
