Unreal 4 is incredibly scalable, and has recently completed full non-beta Switch support. It's literally just a matter of turning the settings down.
I can't speak to other engines, but Unreal 4 shouldn't be a concern.

For some reason DICE is the only team that can work on Frostbite. Frostbite can run on last gen consoles and shit-tier PCs, so I'm confident that this is not due to technical limitations, but rather a lack of confidence in the platform and a refusal to commit resources prematurely. You'll note that this is EA's only Switch game. This is the test case, if it fails, EA will probably abandon Switch support.

It's not. What's much more likely is that it's based on Fifa '15 and '16 for PS4/Boner. They did have Fifa optimized for current gen on another engine before they Switched to frostbite.

Nintendo is famous for using 4-10 year old processors in their devices. They like working on antiquated, well-understood hardware, even though it puts them at odds with the entire rest of the industry. The Wii and Wii U were both running PowerPC processors a decade after every other consumer electronics manufacturer had abandoned IBM silicon. So it's significant that the Switch uses off-the-shelf Nvidia hardware that premiered in late 2015. That means it has all the modern features that developers are used to working with for every other platform. It's no longer a huge chore to port to Nintendo's decade-old technology, they're back up to par.

Later in the interview he talks about the engine being a groundwork. Maybe the idea is they make a solid base to drop assets and updated rosters in to in FIFA 19

It's because they made Frostbite too specific around their own needs. Bioware noted that they had to customize the damn thing to get their games where they wanted them them at and they still suffered problems. Notably around animation where they had to duct tape a fix in (think of the Inquisition and Andromeda animation threads).

Big draw of FIFA is the online aspect of it. It's quite odd that in a series that sells millions upon millions every year, the single player is generally ignored, and plenty of die hard players actually consider it to be shit. If the online is a shadow of what you get on PS4/Bone and to a lesser extent, PC, it might really damage Nintendo's chances to be a viable sports vidya platform.
