I'm confused, I want the +2 rings in DS3.
My firelink shrine says "begin journey 3" so I assume I'm currently i NG+2.
I found the life ring +2, but havels and favor +2 are not where they are supposed to be.
I dun goofed or what?

If you're shrine has a prompt for beginning journey 3, it means you're currently in Journey 2 at the moment (Ng+, not ++). Life Ring +2 can be found in ng+ already.There's higher quality rings in the DLC though

Life Ring goes up to +3, you can get both +1 and +2 versions in NG+, the Life Ring +3 in NG++ (NG+2).
NG cycles
NG = Journey 1
NG+ = Journey 2 = NG+1
NG++ = Journey 3 = NG+2
