Without using tgm in the console?
There are entire builds centered around it, minmaxing stats and clothing, using the plasma rifle.
There have been melee builds with the proton axe, but Easy Pete doesn't even let anyone close to him.
Your best bet is to use the anti-materiel with explosive bullets, or Esther with tiny-tots. Also spawn at least 5 deathclaws to keep him busy so he doesn't target you.
It's difficult, but it's possible

My Courier was a samurai from feudal Japan who after dying in a battle woke up in California in 2269 with a perfect knowledge on the English language. He traveled the watseland going from place to place, doing odd jobs to afford a living and helping people in need but seeking a good master.
He sought to restore his honor after Benny shot him and buried him alive, and in his quest he stumbled across House whom he considered to be a worthy master. He was tempted to join Caesar, but he didn't appreciate his brutality; this samurai was a follower of traditional bushido. He made up his mind after going to Zion and meeting Joshua, able to appreciate Caesar's cruelty first hand and finally accepting his worth to serve once more. Eventually, he was forced to blow up the BoS, whom he'd come to swore his loyalty to. He tried to negotiate a way out of it through Veronica but that ended with the Followers dead. Disgusted, he went with House plan, but ashamed with himself, he parted to the abandoned BoS bunker, from where he was dragged to the Sierra Madre. He managed to get everyone alive but by that point after so much cruelty he was kind of done. He pushed through with House's plan and eventually ended up in the Big Empty, when he finally put together that there was another Courier seeking him. That's what led him to the Divide, where the reveal that he might have been responsible for its destruction finally sent the Samurai off the deep end and had him renouncing to his moral values for the most part. He spared Ulysses anyway because he wanted to die by his hands. Still, he managed to take the Dam for House, though with just netural karma, ending his journey successful yet broken and probably beyond repair.

The premise to take you there it's what's important. What you do once you get there is another matter entirely. My Courier helped Joshua out because at that point she hadn't met Caesar in person and didn't know the story of the Burnt Man. She also developed a certain respect for a warrior of Joshua's caliber and encouraged him to become a vicious killer once more.
