I mean, anon.
They are starring people from FF1/2/3/4, in their original Amano designs. And in order to represent FFXI they went with Shantotto. Literally an obscure NPC so far into the game, you need to look at it with a magnifier to get why.
I don't think they exactly go only for what it's known when it comes to Dissidia.

They have enough difficulty putting in a decent cast from only Final Fantasy. The most recent one didn't even have everyone from 012 in it. If they tried throwing in characters from other series, you would be looking at just one or two Final Fantasy characters total - probably just Cloud and femCloud.
Keeping it as a Final Fantasy crossover sounds like a good idea, at least for now.
