Yes and it has everything to do with IFI's new stance of no censorship or no game. Steam doesn't require a rating by ESRB so they don't have to worry about anything potentially needing to be cut.
If this takes off then I can see other companies start skipping Vita and go straight to PC. I have no idea what Vita sales numbers for games look like for localizations now but I honestly don't think they're very high. Atlus couldn't even justify a 1,500-2,000 copy print run of Caligula which is a Vita exclusive so they went digital only so it's probably not looking too good in the West anymore.
