Oh, Steam makes money, mostly through sales. They dominate PC. As for Origin and Uplay, they are owned by EA and Ubisoft who release games on other platforms as well so origin isn't their main focus.

Payday 2 is really easy to make not-shit:
Get a mod that increases the rate cops think.
Now play on a lower difficulty, where cops spawn not so frequently it makes itself retarded with slowdown, and you don't have to be One Down meta build.
Suddenly, cops are an actual threat, organised and able to surprise you, but taking them down like Rambo is still possible and fun with any weapon, because you didn't pick a retarded difficulty that inflates HP values to absurd levels.

Then have constant crashes and desyncs because the engine is a complete piece of shit,
it fails to work even unmodded

There's a terrible pointless grind system and the heists are of varying quality quite a bit, most of them locked by DLC.
And so are the guns, which also vary in quality, and also have attachments that completely break the balance but almost all of them are also locked behind DLC.

If you can get past all that, you got the shit engine to deal with, which has frequent desyncs and busted multiplayer stealth detection.

If you can get past that, yeah it's okay I guess.

So I tried the game. It's pretty fun, but so far I've got a very big personal issue with it.

I get that you're going to have to shoot cops at times. It's a game about heists, it's to be expected. I just never realized that I would be shooting fucking armies of them during every single mission, even the easy, low-profile ones. Every heist that I've participated in outside the tutorial all unfold in the same way: Proceeding smoothly until a big yellow warning appears in the top right in the screen and two million SWATs start piling into the room through every nook and cranny they can find. At one point they stop resembling cops and seems to act more like zombies with guns, and the fact that I'm shooting up seemingly half the country's entire population of police for a single safe's worth of valuables makes the game feel very jarring. I'd expect this level of resistance if I were robbing Fort Knox, not the local 7/11.

Am I doing something wrong and there aren't supposed to be this many cops, or am I just expecting something different from what the game really is?

Four stores honestly isn't meant to be played on any difficulty above normal. The newer heists make a bit more sense theme wise but every loud mission is basically just shooting armies of cops.

imo the stealth missions are the best part of the game. Shadow raid is GOAT

Those giant cop armies full of specially trained units are a response to the Payday gang and converge on them where ever they show up, nearly anywhere in the world.
