It's not just cel shaded, it's the mother of all 3D rendering techniques to imitate 2D art. They did a talk about it at GDC. They went with UE3 specifically because it's an old engine and has a fuck ton of documentation to it. You can learn the ins and outs very easily because everything has been logged about it. After learning UE3 from the ground up, they started finding all the shit they wanted to do that UE3 couldn't do or at least do reasonably, so they started modifying it to work how they wanted it to and building their own tools to do the work faster. The end result is the highest quality 3D imitating 2D art on the market, because it's basically done the same as 2D art.

There are some differences, goku is very combo heavy traditional martial arts, vegeta is ki zoner and powerful blows, majin buu is tricky hard to predict and react attacks, trunks uses a sword, vegito fights mainly with his legs, etc.

There are plenty of ways to make unique movesets.

Namco Bandai is going to push Broly into the game so might as well play Broly for high damage combos, Piccolo/Krillin for solid neutral, and Frieza/Vegeta for keepaway

The series (hell, maybe even the current arc) is obviously going to end with Goku being stronger than the gods, so it seems weird that in the years following Super, that shitters like Baby, Super 17, or Omega Shenron would even be a blip on Goku's radar.
