Dude you can do DIY sous-vide setups with just a burner, a pot, a thermometer and ziploc bags. You can even do a setup with a beach cooler and batches of boiled water you cycle out to keep the temperature within a few degrees Celsius.

Circulators just take the hassle out of it, there's no difference in terms of the quality of the food if you can manage your temperature properly.

Part of the application for sous-vide is getting a high quality end-product out of a cheaper source protein.

It's a perfect application for, say, a chuck steak, since you can let it cook at the target temperature for hours to break down some of the tougher connective tissue and partially dissolve some of the fats without any risk of overcooking it, and then finish it however you feel like. Regardless, what's shown in the video isn't raw, it's rare. It's cooked but the muscle proteins haven't denatured to the point they squeeze out moisture from the cells and the myoglobin within doesn't oxidize.

If you're concerned about food safety, sous-vide can actually be helpful as you can pasteurize foods over long periods of time without significantly affecting the quality. For example, you could let a steak sit for 55C for 7 hours and it'll be fully pasteurized but won't be the least bit overcooked.

salt denatures proteins.
The point is to use a salt that doesn't readily dissolve at room temp, like sea salt, or rock salt, put it on the steak, and the steak will have all its moisture sucked out by the salt before the flesh denatures and becomes spongy, re-absorbing some of the salty water.

Then you rinse off the surface salt an pat dry.
It's a cheap way of taking a choice grade cut and making it more like a prime grade. Steak houses do this all the time.
