The PS4 PRO has a much better GPU but practically the same CPU as the vanilla PS4, so the CPU bottlenecks for that reason, also a lot of games are more CPU intensive than GPU intensive like GTA V, frames per seconds are usually a CPU task so the PS4 PRO can only be used to increase resolution and some visual effects.
I doesn't help that 3rd party developers have little interest on investing money to optimize games that are already available in the market for a console revision with low sales like the PRO, the only games where developers barely made some effort in using the PS4 PRO advantages are first party ones

No, PS4 just have really shitty CPU. PS4 Pro GPU is 2.25 times faster than PS4's. Do basic math, 30*2.25=67,5, meaning it should easily break 60 fps in 1080p, if DS3 already is 1080p 30 fps on original PS4.

CPU bottleneck. It can't do all you want. Some cycles were programmed on the CPU call list, not GPU. The PS3's CELL processor was constantly getting extra work to offload the so so GPU can breathe easier. With PS4 Pro the main CPU is only like 25% faster, even if you unload a lot on the GPU that would require spending money to q&a and it still would be difficult to hit that 60fps if the engine is largely cpu bound.
